The European Union gave its official blessing to the union of Acer and Packard Bell on Wednesday.

With that settled, Acer now finally has what it was looking for–a legitimate foothold in the European PC market. The Taiwanese PC maker’s decision to bid for Packard Bell last fall was twofold: to instantly find currency with European PC buyers using Packard Bell’s established branding, as well as block rival Lenovo’s similar ambitions in Europe.

“The Commission’s examination showed that the proposed merger would entail horizontal overlaps for desktops and laptops, both for professionals and consumers, at the EEA (European Economic Area) and national levels,” the ruling read. “However, the market would remain competitive post-merger in all segments of the PC sector with established alternative suppliers such as Hewlett-Packard, Dell, Fujitsu-Siemens, Toshiba, Sony, and Lenovo.”

With Packard Bell and Gateway under its umbrella, Acer is now the third-largest supplier of PCs in the world, according to data collected by IDC.

After reviewing the $48.5 million acquisition of Packard Bell by Taiwan-based Acer, the European Commission (the executive branch of the EU) ruled that the two companies as a combined entity would pose no threat to fair competition in the European PC market.

While I’ve never seen an actual Gmail commercial on TV, Google continues its grassroots style advertising for the Web service. I’m still surprised when I meet people who don’t have a Google account, so clearly these ads might be necessary.

This one, put together by the Russian branch of marketing company Saatchi & Saatchi shows two men putting together a massive reproduction of Gmail’s in-box, chat, and mobile features made out of various materials including modeling clay, Lego bricks, paint, and fabrics. Other parts were put together with printed paper and some elbow grease. Keep on the lookout for the giant mouse-pointer-on-a-stick that can change from an arrow to a finger, sure to be a big hit at Halloween later this year.

WiMax plans for the Asus Eee PC have been put on hold.

WiMax supporters insist the technology is set to take off this year. If it does, it will have to do so without the help of the Asus Eee PC 901. After giving it some thought, Asus has decided not to integrate the long-range wireless technology in its next mini-laptop, citing a lack of maturity in the U.S. market, according to a report from DigiTimes.

Although Asus has put the kibosh on a WiMax-enabled Eee PC for the moment, the company intends to add WiMax to its mainstream 14- and 15-inch laptops later this year, according to DigiTimes. By the time we start seeing laptops with WiMax, however, we might be talking about LTE-enabled laptops for use on AT&T and Verizon’s forthcoming 4G wireless network.

Given the popularity of the Eee PC and Eee PC 900, Asus’ current low-cost little laptops, a WiMax-enabled Eee PC 901 might have given the fledging wireless technology a boost later this year. Instead, WiMax’s chief investors–Sprint, Clearwire, Comcast, Time Warner, Intel, Motorola, and Google–will look to Samsung’s next version of the Q1 Ultra to help lead the WiMax charge in the U.S.

Shares of AT&T were up a slight 33 cents in pre-market trading to $37.90 per share.

The move is part of its “next step in streamlining its operations,” following its acquisitions of several regional companies in recent years. AT&T expects to take a pre-tax charge of $374 million in the first quarter as a result of the layoffs.

AT&T said that most of the positions will be in areas that have little contact with customers and that it’s workforce is expected to remain stable through the rest of the year.

AT&T will cut roughly 1.5 percent of its workforce, primarily among its management ranks, according to a filing Friday with the Securities and Exchange Commission.

The layoffs come as AT&T prepares to announce its quarterly results Tuesday.

The telecom behemoth said earlier in the year that a sluggish U.S. economy was resulting in an increase in customers disconnecting service, but this was not anticipated to be significant enough to “materially” harm the quarters results, according to a report in MarketWatch

The new smart scissors feature lets users pick out someone from a photo like they would with Photoshop's magnetic lasso, although with a little more ease.

In addition to the pro-oriented tools, FotoFlexer has also added new color effects (like Photoshop’s filters), along with a new way to add borders to photos that makes the process require less clicks.

One feature that may useful to people who use the service often is a new preference saver. It will automatically tune itself based the tools used on a regular basis and have them set the next time the user logs in. It’s easily comparable with Photoshop’s workspace preferences, letting users adjust what tools they want open each time they start editing a photo.

Web based photo editor FotoFlexer has been given an update this morning that’s specifically designed to accommodate the needs of advanced users. The company is calling it “pro,” although it’s not quite a full replacement for traditionally “professional” photo editing applications such as Adobe’s Photoshop. It’s also not going to be a pay service, despite the pro moniker.

I’m still partial to competitor Picnik when it comes to online photo editing because of its deep level integration with Flickr and Box.net, but FotoFlexer definitely remains one of the best online editors, especially for users who don’t want to shell out the $25 a year for Picnik’s pro offerings.

Among the major additions is the inclusion of curves and high resolution editing, which let users work with large pictures in their native resolutions. The new features also let users adjust coloring, contrast, and exposure. There’s also a new feature called “smart scissors” that resembles the magnetic lasso tool found in Photoshop, although it uses FotoFlexer’s “Predictive Pixel Partitioning” technology to determine the object’s borders without user input.

I’ve accidentally left my thumdrives in the pocket and let them go through the laundry treatment multiple times. Some times they survived, other times I had to buy a new one. Either way, I had to deal with this familiar lingering bad feeling after finding the little device inside the dryer. It’s like “Gosh, I couldn’t believe it happened, again!” And yet, I just can’t guarantee that it won’t. Speaking of which, I know I am going to get myself one.

How do you think carbon capture and storage is most likely going to get resolved technology-wise?
There aren’t many remaining technology challenges. But we have to show it can work in scale. There now is an array of companies working out how to pump (carbon) underground, and then how to monitor and make sure it stays underground. The EPA has to write regulations for underground sequestration and after all of our urging, they’ve finally started to do that.

Not that the EDF has foresworn filing lawsuits. But thanks to a policy shift engineered by Krupp, the EDF has made headway by emphasizing cooperation over confrontation. That more nuanced approach has given the EDF a seat at the table alongside the movers and shakers in the conversation about how to curtail the emission of greenhouse gasses.

Last year, alone, venture capitalists poured some $3 billion into clean tech. And what’s really interesting is that the battle against greenhouse gas emissions is no longer caricatured as simply a “greenie” obsession. In fact, there’s no shortage of policy statements on the topic from CEOs at Fortune 500 companies like Duke Energy and General Motors.

It’s not yet exactly the equivalent of the proverbial lion laying down with the lamb. But it is a breathtaking change when you consider the previous polarization between environmentalists and big business in the U.S.

A lot of the credit for that change goes to Fred Krupp, who heads the Environmental Defense Fund. Krupp was trained as an environmental lawyer and so naturally, you’d expect him to spend a lot of time hauling polluters into court. But after arriving at the EDF in 1984, he adjusted his approach.

Q: Do you think there’s a place for nuclear energy as a part of any environmental solution?
Global warming is so serious that how could we possibly take nuclear off the table? I think we have to be open-minded about it. At the same time, I’m tired of the nuclear industry thinking all they have to do is get the endorsement of environmentalists and it’s off to the races. We haven’t yet solved the technical and political situation of where all this stuff goes. Until we answer that question, we won’t advocate building a new fleet of nuclear power plants. But we all have interest in resolving that.

Looking back on where you were one or two decades ago, I’m sure you must feel a sense of achievement. But what’s been the biggest disappointment?
I definitely would have liked to see a faster pace of change on climate change. Although there’s a lot more media coverage, it doesn’t make me feel at all satisfied until we actually put that carbon cap in place.

Cap and trade is in the news and a lot of people believe this offers a way to get a handle on greenhouse gas emissions. I read recently where John Doerr even called cap and trade “the largest economic opportunity of the 21st century.” What’s your take?
I agree with him. Nobody really needed PCs and there wasn’t this urgent need for the Internet. But we all need energy. In fact, energy is now a $6 trillion part of our economy. Once the government puts caps on carbon and demands that we have green energy–which is what the government basically did a century ago with trash; they said clean it up–it changes everything about the economics. It will give an incentive to energy efficiency, and it will give a huge boost to wave power, wind power, and solar power.

But why has Washington dodged the question on how to deal with greenhouse gas emissions from fossil fuels for so long?
The science is overwhelming. Why haven’t politicians moved more quickly? There are entrenched interests which want to keep the status quo…We’ve made this our main priority by far but we’re up against big, vested interests. Also, the issue’s been polarized and become part of the political divide in this country. It’s been identified with liberal Democrats and there’s been an almost religious conviction among almost half the population that this can’t be true. They hear their opinion leaders like the president and (Sen. James) Inhofe saying it can’t be true. Getting past that divide has been really, really hard. But I think we’re past that.

A lot of ink gets spilled debating technology’s next big frontier. I’ll leave that to the clairvoyants, but this much is a no-brainer: figuring out ways to engineer a safer, cleaner environment is going to create a lot of new fortunes.

What about the costs to consumers? Isn’t it likely that businesses will pass along the costs, and well, folks already are dealing with high energy costs and stagnant wage growth.
Absolutely. There’s no getting around that there will be costs in the short term. But it turns out that when economists look at these costs, they consistently overestimate how much it will cost.

And now with all three of the remaining presidential contenders favoring a cap and trade policy for carbon emissions, Krupp envisions more federal leadership from the White House on this issue. He also says the private sector is going to have a vital role in coming up with solutions. In a recently published book, Earth: The Sequel, which he co-wrote with journalist Miriam Horn, he highlights some of the innovators and the technology they’re using in the fight against global warming. I had an extended conversation with Krupp on Friday. Here are excerpts from that interview:

We’ve had a national stalemate over climate-change policy seemingly forever. Do you think that might change soon?
There’s a 90 percent chance that within the next 18 to 24 months, we will get a strong cap and trade bill. It will be here because all three presidential candidates have come out in favor of the idea.
